Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Administer military and civilian manpower and personnel program in the J1, Personnel and Manpower section. Responsibilities Perform a variety of duties relating to administrative and personnel services programs. Assist in making decisions on the application of established procedures and initiate actions which affect organizational elements. Oversee, review, monitor, and/or coordinate the following: civilian performance appraisals and awards, recruitment actions, time and attendance reports and data input. Distribute and disseminate related incoming and outgoing documents, to include personnel actions, classified and compartmented materials and documents; correspondence for signature; suspenses for the division; and records management. Assist in performing special studies of related administrative/management programs of the organization. Analyze problems, assist in the development of courses of action, and make recommendations. Act as action officer to ensure supervisors comply with performance management regulations by submitting Defense Civilian Intelligence Personnel System (DCIPS) performance objectives, midpoint evaluations, and annual final evaluations by deadlines. Assist supervisors in developing performance standards and ensure timeliness and procedural accuracy. Establish procedures and standard operating procedures (SOPs) for administrative programs/actions. Liaison between employees and the Civilian Human Resources Service Center (CHRSC), Defense Finance and Accounting Service (DFAS) payroll and other appropriate internal or external office/agencies to coordinate actions and resolve questions/problems. Provide assistance and direction to military and civilian personnel regarding processing actions related to internal personnel and administrative matters. In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as experience that demonstrates a practical knowledge of clerical and administrative support functions as demonstrated by experience performing a combination of all of the following: 1. Coordinating workflow to streamline procedures, and setting up suspense's and controls; 2. Extracting data or information from various automated systems/databases; 3. Consolidating and finalizing data and information from automated systems; 4. Conducting project or program data review and analyses; and, 5. Preparing standard narrative and statistical project or program reports. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-07). OR Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources Management; Organizational or Industrial Psychology, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Service (Clerical/Technical) Project Management Writing Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
