Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER. Serve as an Operations Research Analyst in the Intelligence Battle Lab. Responsibilities Apply scientific methodology of several different disciplines (mathematics, data analytics, programming, decision analysis, etc.) to tasks relating to supplying the underlying analytical sufficiency for the acquisition decision process. Lead studies from inception to completion that require innovative application of mathematical, statistical, and other scientific methodologies and techniques. Support the investigation of relevant issues/aspects of assigned problems; support development of methodologies/processes; assist in completing analyses, organizing results, and presentation of study findings/recommendations. Support study execution which includes literature reviews, research, criteria development, system evaluation assessment, test plans, survey development and execution, data gathering, operational analysis, report writing and decision presentations. Keep abreast of current developments in operations research/systems analysis techniques, modeling and simulation techniques, graphics, and computer technology. Study current literature and reports, attend professional seminars or briefings, and consult with other analysts in the community. Build professional competence for the management, development, and use of methodologies in the analysis process. Plan Operations Research Systems Analyst (ORSA) Team actions. Represent ORSA Cell at meetings, conferences, and other gatherings. Advise on the best or innovative uses of operations research on specific studies. Establish and maintains contacts with counterparts across the Army. In order to qualify, you must meet the basic education and experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: Bachelor's degree or higher in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g. Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is experience applying professional knowledge of modeling, mathematical and statistical theories, techniques, and methods to perform a combination of all of the following: 1.) Formulate mathematical or simulation models of problems, relating constants and variables, restrictions, alternatives, conflicting objectives, and their numerical parameters; 2.) Gather, analyze, design and construct new processes for modeling, interpret, and/or report quantitative information, trends, relationships and correlations; and 3.) Study and analyze information about alternative courses of action to determine which plan will offer the best outcomes.
